Marta was born and raised in Deer Lodge, Montana, where she was the youngest of six children. Upon graduation from Powell County High School, Marta attended and graduated from the US Air Force Academy. She then served as a Space Operations officer on active duty and in the reserves, where she honed her leadership skills. While in the Air Force, Marta married Joe Chapman and they were blessed with two children, Marrin and Cecelia “Celi”. No matter where she lived, her love for Montana and its people never subsided and has given her the drive to continue to fight for future Montanans. Marta has spent much of her life as a public servant. When her girls were younger, Marta volunteered in their classrooms, the PTA, church, as a coach, as a trustee on the Montana City School Board, and ultimately serving in her current position in the House of Representatives for House District 75. In 2014 Marta got her real estate license and in 2016 opened Uncommon Ground, LLC where she shares ownership with four businesswomen.
It has been an honor to serve House District 75. As a first term legislator, I worked hard to understand the intricacies of legislation and its impacts on Montanans. I sponsored, carried and passed important legislation in education to enhance local control and maximize opportunities for pupils, and to provide early enrollment for children of relocated military families. I also sponsored, carried and passed legislation that expedited subdivision review and revised laws related to subdivisions, streamlined the fleet vehicle registration process, and added more public input to the ballot initiative process to ensure our Montana way of life and businesses are protected. I have been recognized by the Office of Public Instruction (“OPI”) for my work to expand industry, military and post-secondary partnerships with a focus on STEM (Science, Technology, Engineering and Mathematics), Career and Technical Education, and workforce development. I was recognized by industry leaders as a pro-business legislator and champion of veteran issues.
As a real estate broker, I see first-hand the frustration by Montanans who want to buy homes and are unable to do so in the current market. I pledge to work on a solution to our housing crisis. We must break down the barriers to home ownership. Land use and subdivision review laws currently hamper growth and the ability to address affordable housing issues. We must provide the opportunity for hardworking Montanans to live the American dream of home ownership. I would like to move Montana positively forward by building onto the effort of this past legislative session to expand opportunities to reach the full educational potential of our Montana students and increase local control with a focus on enhancing our school to business interface to provide jobs to Montanans and fill positions in the workforce. I pledge to work collaboratively with stakeholders and legislators to find solutions to rising property taxes, so Montana generations can afford to live in their state while ensuring our local governments are sufficiently funded to provide essential services for our Montanans. I am a principled, conservative with proven results, and it would be an honor to continue serving as your Representative for House District 75. I will do so with integrity and commitment to our citizens and constitution while ensuring the freedoms all Montanans deserve and expect.
